They end up getting married, but eventually turn off their emotions and become enemies of the state. Without Hope, Klaus never would've become a man who was worthy of Caroline's love. Additionally, Caroline never would've had the phone call with Klaus that inspired her to parent the twins.

Klaus did once tell Caroline he intended to be her last love, after all. But nope! While they addressed their romantic history, both of them had lived such different lives apart that now, exploring a relationship together didn't feel right. They were connected forever, just not romantically.
From there on, Klaus displays a genuine affection for Caroline, and his attraction and love for her continues to grow as the series continues. They eventually become friends after he proves himself of having some good in him.

Klaus may have loved Caroline, but he jeopardized her life on more than one occasion. Their romance was intense and passionate, but ultimately they were too toxic to truly be together.
